Depends on the version of Windows 7.
In most versions you can right-click on the desktop and select "Personalize." Personalization is also available via the control panel.

You’d have to "Anytime Upgrade" to something like Home Premium to get that feature. Windows 7 Starter is pretty barebones to keep the price down on the netbooks. Some are fine with that. Some are more than willing to pay the extra $50 or whatever it is to move up the level of OS.

Are you saying that on the aspireone acer laptop there is no way to change the background?
Just got an asus netbook, think its crud u cant change background, cant even change the color from what can see, bloody chimps!!
