Try to perform a clean install of your operating system. However, it will erase everything you have in your system and put your laptop in it’s original factory condition.
To perform a "clean install" of Vista, place your recovery disc into your cd/dvd drive but don’t close the drive yet. Restart your laptop and just before it boots up, close the drive. The system will recognize the cd in the drive and knows that it needs to reinstall the operating system.
You mention that your laptop does not allow you to shutdown your system because of the software driver for the wrong webcam. Just try to force it to shutdown by pressing the power button so you can reinstall the operating system.
