Okay, so I’m confused. we know a Dell Mini 10v (and 10) netbooks do not come with similar to a hoop expostulate or whatever it’s called, so do we have to buy an outmost a single only to implement windows?
Or does a netbook come with it already?

They do indeed come with disk drives. If you mean the optical drive (DVD or CD), then you are right, they come with an external drive. They do come with all included software already installed.

You will need an external DVD drive–they run about $40-60 online.
i have a mini. (HP 2133) ad the OS was pre-installed.
you won’t need an external drive to install anything, techically.
you should have a SD slot and can burn the system CD/DVD to the SD card and install via that, provided you have a desktop. if the mini is all you have, you will eventualy need an external drive.
Netbooks do not come with a disk drive. The operating system is preinstalled, so no worries there. Many programs came be installed via the web or with a USB stick. Otherwise, like others have said you may purchase a external disk drive.
normally you will have it already but in case it comes with linux, then you will need a usb drive. they cost $50 – $70
